A resolution of the troubled relations between the major ethnic groups that have plagued our country, surely remains one of the most critical and urgent issues facing us. It concerns not only the government and the legislature, but all of us citizens. A balanced and sustainable economic development of the country, the eradication of gross poverty, the building of a just and peaceful society, hinge to a great degree on an acceptable solution to the ethnic conflict.
Late last week, representative from all our churches in all parts of the country, representing the Sinhala and Tamil communities as well as some other minorities met for three days for the Diocese of Colombo’s 131st Annual sessions. In the course of my address to the Council, I stated that we had the best opportunity at the present time in very many years, to hammer out an agreement for a fair, just and sustainable devolution of power. The two major Sinhala parties and Muslim parties are members of the government, there is a degree of trust and cordiality with the TNA, several important pieces of legislation such as the Office of Missing Persons Bill and the Right to Information Bill have been made into law. There is greater freedom of expression, of dissent and of recourse to fair legal remedies. The work on the new Constitution which will lay the legal framework for the devolution of power and the further democratization of society is also proceeding a pace.
Human society was, is and will be imperfect. That is the lesson that history teaches us. We do not have to look far, we need only to look inwards at the Church to learn this lesson. To expect an ideal society, built on imperfect and sinful human beings is utopic. Yet we are called to work with women and men everywhere, to strive ceaselessly to embody the values of God’s kingdom in our societies - care for the helpless and harassed, for justice, truth and honesty in private and public life.
What has been happening in the North recently is disquieting. The killing of two young university students and the attempted cover up by the Police must be condemned. I call on the government to carry out a full, impartial and timely inquiry into this tragic incident and to bring those guilty to justice. The value of human life has been unbelievably cheapened in Sri Lank in the past decades. To re-instill them in the hearts and minds specially of our young people is what true religion calls us to do.
Even as we condemn these killings, we also need to appreciate the quick reaction of the government in preventing a cover up, for immediate action taken to arrest the policemen involved and the assurance by the President and the Prime Minister of a full inquiry. These are essential steps to prevent a further escalation of the situation and its exploitation by extremist elements on both sides.
The government needs to understand that there is much frustration and a feeling of disappointment amongst the people of the North and East at the pace of change. It is no secret that the minorities voted overwhelmingly to ensure the election of the present President in the hope of rapid change, for security, an improvement to their daily lives and the chance to live with dignity, People also looked forward to a quick return of private lands still occupied by the Armed Forces, the release of persons held for very long periods against whom no charges have been laid and answers to what had happened to their ‘disappeared’. loved ones. One outcome of this frustration and poverty is the increasing cases of alcoholism, drugs and prostitution in these areas. The government must understand this frustration and work with all groups to communicate to the affected people that they are genuinely seeking to resolve these issues.
Finding instant solutions to all the problems that have bedeviled relations between the communities over the past several decades is also not feasible and this must be grasped and acknowledged by people on both sides of the divide. One cannot expect the mind sets of all members of the armed forces and police influenced and formed by many years of conflict, war and propaganda to change drastically overnight. Equally, many in the North may not want to consider the armed forces and police as anything other than a hostile occupying force.
It is only the long, patient and sometimes frustatingly slow work carried out with determined committment and an honest desire to reach a lasting settlement, that will bring healing, justice and hope to our nation. After almost 70 years of independence and troubled ethnic relations, we cannot continue to have this sore in our society and hand it over as an unresolved problem to our children.
I call on the government, political parties, religious and ethnic communities to reject the temptation to play politics on the ethnic issue and to arouse divisions and communalism. Let all of us move beyond our entrenched mind sets to understand the other, their problems and their pain.
Our nation and our people have suffered too long. We need to say No and Never Again to the path of conflict and violence. For this, may we be Inspired by the highest and noblest teachings of all our religions to grasp this chance and to walk the path of Peace and Reconciliation.

අපේ රට පීඩාවට පත්කර තිබෙන ප‍්‍රධාන ජනවාර්ගික කණ්ඩායම් අතරවන ප‍්‍රශ්නවලට තුඩු දී පවතින සබඳතා පිළිබඳ යෝජනාවක් නිසැකවම අප මුහුණ දෙමින් සිටින තීරණාත්මක හා හදිසි ප‍්‍රශ්නවලින් එකක් ලෙස පවතියි. එය ආණ්ඩුවට හා ව්‍යවස්ථාදායකයට පමණක් නොව පුරවැසියන් වන අප සියල්ලන්ටම ද අදාළ වෙයි. රටේ තුලිත හා චිරස්ථායී ආර්ථික සංවර්ධනයක්, රළු දරිද්‍රතාව මුලිනුපුටා දැමීම, සාධාරණ හා සාමකාමී සමාජයක් ගොඩ නැගීම ජනවාර්ගික ගැටුමට පිළිගත හැකි විසඳුමක් මත විශාල ප‍්‍රමාණයකට රඳා පවතියි.
පසුගිය සතියේ අග සිංහල හා දමිළ ප‍්‍රජාවන් මෙන්ම අනෙක් ඇතැම් සුළුතර ජනකොටස් ද නියෝජනය කරමින් රටේ සෑම ප‍්‍රදේශයකටම අයත් අපේ සභාවල නියෝජිතයෝ කොළඹ දියෝකීසියේ 131 වෙනි වාර්ෂික සැසිවලට දින තුනක් පුරා සහභාගි වූහ.
මණ්ඩලය අමතා කරන ලද මගේ දේශනයේ දී මම අවුරුදු බොහෝ ගණනකින් සාධාරණ, යුක්තිසහගත හා තිරසර බලය බෙදීමක් සඳහා සාකච්ඡුා මගින් ගිවිසුමකට එළඹීමට වර්තමානයේ දී අපට හොඳම අවස්ථාවක් ලැබී තිබෙන බව සඳහන් කළෙමි. ප‍්‍රධාන සිංහල පක්ෂ දෙක හා මුස්ලිම් පක්ෂ ආණ්ඩුවේ සාමාජිකයින් ය. දමිළ ජාතික සන්ධානය සමග යම් මට්ටමක විශ්වාසයක් හා සුහදතාවක් ඇති වී තිබේ. අතුරුදහන් වූවන් පිළිබඳ කාර්යාල කාර්යාල පනත හා තොරතුරු දැනගැනීමේ අයිතිය පිළිබඳ පනත වැනි වැදගත් නීති ඛණ්ඩ කිහිපයක් නීතිය බවට පත්කර තිබේ. ප‍්‍රකාශනයේ, විසම්මතියේ සාධාරණ නෛතික පිළියම් සඳහා පිහිට පැතීමේ විශාල නිදහසක් ලැබී තිබේ. බලය බෙදීම සඳහා නීතිමය රාමුව දමන්නා වූ නව ආණ්ඩුක‍්‍රම ව්‍යවස්ථාවක් සඳහා වැඩ කෙරී ගෙන යන අතර සමාජය තවදුරටත් ප‍්‍රජාතන්තී‍්‍රයකරණය සඳහා පියවරක් ගෙන තිබේ.
මානව සමාජය අසම්පූර්ණ විය, අසම්පූර්ණ වේ, අසම්පූර්ණ වන්නේ ය. ඉතිහාසය අපට උගන්වන පාඩම එයයි. අප එතරම් දුර සිතිය යුතු නොවේ. මෙම පාඩම ඉගෙන ගැනීමට අවශ්‍ය වන්නේ අප සභාව ඇතුළත බැලීම පමණි. අපරිපූර්ණ වූ හා පාපකාරී මනුෂ්‍ය වර්ගයා මත පරමාදර්ශී සමාජයක් ගොඩනැගීමට අපේක්ෂා කිරීම මනෝරාජික ය. එනමුදු අපේ සමාජයන් තුළ දෙවියන් වහන්සේගේ රාජධානියේ සාරධර්ම මූර්තිමත් කරන්නට - පිළිසරණක් නැත්තවුන්ට හා හිරිහැරයට පත්වූවන්ට පෞද්ගලික හා පොදු ජීවිතයේ දී යුක්තිය, සත්‍යය හා ගරුත්වය සඳහා රැුකවරණය සලසන්නට ස්තී‍්‍රන් හා පුරුෂයින් සමග වැඩ කරන්නට අපගෙන් ඉල්ලා සිටී.
මෑත දී උතුරේ සිදුවෙමින් පැවති දේ නොසන්සුන්තා ඇතිකරන සුළු ය. තරුණ සරසවි සිසුන් දෙදෙනෙකු ඝාතනය කිරීම හා පොලීසිය විසින් එය වසන් කිරීමට උත්සාහ දැරීම හෙළාදැකිය යුතු ය. මෙම ඛේදජනක සිද්ධිය පිළිබඳව සම්පූර්ණ, අපක්ෂපාතී හා කාලෝචිත පරීක්ෂණයක් කරන ලෙස ද වරද කළවුන් යුක්තිය හමුවට පමුණුවන ලෙස ද මම ආණ්ඩුවෙන් ඉල්ලා සිටිමි. ඉකුත් දශක ගණනාව තුළ ශී‍්‍ර ලංකාවේ මනුෂ්‍ය ජීවිතවල වටිනාකම දු ඇදහිය නොහැකි අන්දමින් පහත හෙළනු ලැබ තිබිණ. සැබෑ ආගම අප කළ යුතු යයි ඉල්ලා සිටින දෙය වන්නේ එම වටිනාකම් හදවත් හා සිත් සතන් තුළට විශේෂයෙන් තරුණ ජනයාගේ හදවත් හා සිත් සතන් තුළට නැවත කා වැද්දීම යි.
එසේම අප මෙම ඝාතන හෙළා දකින විට පවා ඒවා වසන් කිරීමක් වැළක්වීමෙහිලා ආණ්ඩුවේ කඩිනම් ප‍්‍රතික‍්‍රියාව, ඊට සම්බන්ධ පොලිස් නිලධාරීන් අත්අඩංගුවට ගැනීමට ක්ෂණික පියවර ගැනීම හා සම්පූර්ණ පරීක්ෂණයක් පිළිබඳව ජනාධිපතිවරයා හා අගමැතිවරයා විසින් දෙන ලද සහතිකය අගය කිරීම අවශ්‍ය ය. මේවා තත්ත්වය තවදුරටත් උත්සන්නවීමක් හා දෙපාර්ශවයේම අන්තවාදී මූලයන් විසින් එය උපයෝගීකර කර ගනු ලැබීම වැළක්වීම පිණිස ගත යුතු අත්‍යවශ්‍ය පියවර ය.
ආණ්ඩුව වෙනසේ වේගය පිළිබඳව උතුරේ හා නැගෙනහිර ජනතාව අතර මහත් ඉච්ඡුා භංගත්වයක් හා කළකිරීමේ හැ`ගීමක් තිබෙනවාය යන්න තේරුම් ගැනීම අවශ්‍ය ය. සීඝ‍්‍ර වෙනසක්, ආරක්ෂාව, සිය දෛනික ජීවිතයේ දියුණුවක් හා ගරුත්වයෙන් යුතුව ජීවත්වීමේ අවස්ථාව පිළිබඳ මහත් බලාපොරොත්තුවෙන් යුතුව සුළුතර ජනකොටස් වත්මන් ජනාධිපතිවරයාගේ තේරීපත්වීම සහතික කරන්නට අති විශාල වශයෙන් ඡුන්දය දුන් බව රහසක් නොවේ. එසේම ජනතාව සන්නද්ධ හමුදා විසින් එතෙකුත් අත්පත්කර ගෙන සිටි පෞද්ගලික ඉඩම් කඩිනම්ව ආපසු ලබා දීමක්, චෝදනා ඉදිරිපත් කිරීමෙන් තොරව දිගු කාලයක් තිස්සේ රඳවා ගෙන සිටින්නවුන් නිදහස් කිරීම හා සිය ‘‘අතුරුදහන්වූවන්ට’’, ආදරණීයයන්ට සිදු වූයේ කුමක් ද යන්න පිළිබඳ පිළිතුරු අපේක්ෂා කළෝ ය. මෙම ඉච්ඡුා භංගත්වයේ හා දරිද්‍රතාවයේ එක් ප‍්‍රතිඵලයක් වන්නේ මෙම ප‍්‍රදේශවල වැඩෙමින් පවතින බේබදුකම, මත් ද්‍රව්‍ය හා ගණිකා වෘත්තිය සම්බන්ධ සිද්ධීනුයි. ආණ්ඩුව මෙම ඉච්ඡුා භංගත්වය තේරුම්ගත යුතු අතර මෙම ප‍්‍රශ්න සැබෑ ලෙස ම විසඳාලීමට අපේක්ෂා කරන බව හානියට පත් ජනයාට සන්නිවේදනය කරන්නට සියලූ කණ්ඩායම් සමග වැඩ කළ යුතු ය.
එසේම ඉකුත් දශක ගණනාව මුළුල්ලේ ප‍්‍රජාවන් අතර තර්ජනයට ලක් වී තිබෙන සබඳතා පිළිබඳ සියලූ ප‍්‍රශ්නවලට ක්ෂණික විසඳුම් සොයා ගැනීම කළ නොහැක්කක් වන අතර බෙදීමේ පාර්ශව දෙකේම ජනයා විසින් මේ තත්ත්වය ග‍්‍රහණයකර ගනු හා පිළිගනු ලැබිය යුතු ය. වසර බොහෝ ගණනක ගැටුම, යුද්ධය හා ප‍්‍රචාරය මගින් බලපෑමට ලක්ව ඇති හා සැකසී ඇති සන්නද්ධ හමුදාවල හා පොලීසියේ සියලූ සාමාජිකයින්ගේ මනෝ ස්වභාවයන් එක රැුයකින් ප‍්‍රබල ලෙස වෙනස් කිරීම කෙනෙකුට අපේක්ෂා කරන්නට බැරි ය. එපරිද්දෙන්ම උතුරේ බොහෝ දෙනාට සන්නද්ධ හමුදා හා පොලීසිය පසමිතුරු ආක‍්‍රමණික බලයක් හැර අන් කිසිවක් ලෙස සලකන්නට උවමනා නොවිය හැකි ය.
එය අපේ ජාතිය වෙත සුවපත් කිරීම, යුක්තිය හා බලාපොරොත්තුව ගෙන එන කල් පවත්නා විසඳුමක් කරා ළ`ගා වීම සඳහා අධිෂ්ඨාන සහගත කැපවීමකින් හා අවංක ආශාවකින් ද දිගු, ඉවසිලිවන්ත ඇතැම්විට අපේක්ෂා කඩවන අන්දමින් මන්දගාමීව ද කරගෙන යා යුතු වැඩකි. ස්වාධීනත්වයෙන් වසර 70 කට පමණ හා උපද්‍රවයට පත් ජනවාර්ගික සබඳතාවන්ගෙන් පසු අපේ සමාජය තුළ මෙම තුවාලය අපට දිගටම පවත්වා ගෙන යන්නට හා එය නොවිසඳුණු ප‍්‍රශ්නයක් ලෙස අපේ දරුවන්ට භාර දෙන්නට නොහැකි ය.
මම ආණ්ඩුවෙන්, දේශපාලන පක්ෂවලින්, ආගමික හා ජනවාර්ගික ප‍්‍රජාවන්ගෙන් ජනවාර්ගික ප‍්‍රශ්නය මත දේශපාලනය කිරීමේ පෙළඹුම, බෙදීම් හා ජාතිවාදය ඇවිලවීම ප‍්‍රතික්ෂේප කරන්නැයි ඉල්ලා සිටිමි. අපි සියලූ දෙනාම අනෙකාව, අනෙකාගේ ප‍්‍රශ්න හා වේදනාව තේරුම් ගැනීමට අපේ පැලපදියම් වී තිබෙන මනෝ විහිතීන්ගෙන් ඔබ්බට පියමං කරමු.
අපේ ජාතිය හා අපේ ජනතාව බොහෝ කාලයක් පුරා පීඩාවන් විඳ තිබේ. ගැටුමේ හා හිංසනයේ මාවත නැවත කිසිදාක අපට එපා යයි කීම අවශ්‍ය ය. මේ සඳහා මේ අවස්ථාව ග‍්‍රහණය කර ගන්නට හා සාමයේ හා සමගි සන්ධානයේ මාවතේ ගමන් කරන්නට අපේ සියලූ ආගම්වල උසස්තම හා උතුම්ම ඉගැන්වීම් මගින් අනුප‍්‍රාණය ලබමු.
